Dear Tillich:

Gerhard Colm sent me your letter of January 15,1 in which you inquire about the possibility of visiting Germany. Unfortunately, I was out of town for a few days and did not get to answering your letter earlier.

I am aware of the correspondence between Reinhold Niebuhr and Eugene Anderson in my Division, and know that Mr. Anderson has referred Niebuhr's letter to Lieutenant Colonel R. B. McRae of the Reorientation Branch, Civil Affairs Division, War Department, with a personal recommendation that your case be favorably considered. Lt. Col. McRae is the Chief of the Reorientation Branch.

As Anderson wrote to Niebuhr, the administrative arrangements for official trips to Germany by experts in the field of education and information are made by the Reorientation Branch. This also answers one of your questions in your letter to Colm. The only appropriations available for American experts to be sent to Germany for contributing to German reorientation appear on the War Department budget.

These so-called experts are requested by Military Government either by name or by indication of their qualifications, to be put on the War Department payrole for a limited period of time in order to assist Military Government in Germany in an educational or informational task which is considered important.

Neither the War Department nor the Department of State has at present any funds for financing any other visits of American to Germany.

As to the possibility of an arra[n]gement as envisaged by Professor Douglas Steer, mentioned in your letter to Colm, I should be inclined to think that the |:best:| procedure would be for2| Professor Steer or the Society of Friends to approach the Reorientation Branch of the State Department as sprecifically as possible with precisely what they have in mind.
