Dear Mr. Tillich:

Not so long ago I told you that I had received three requests to return to Germany in order to participate in the reconstruction of Germany.

The requests to return came from
a) Mr. Hans Venedey, Minister of the Interior of Greater Hesse [sic!] , Wiesbaden. (encl. A)
b) Mr. Hans Menzel, President of the Bavarian Labor Office, Munich. (encl. B)
c) Mr. Amelunxen, „Oberpräsident“ of Westphalia, Münster i. W. (encl. C)

The enclosures which I attach are copies of the written requests; they are self-explanatory. Furthermore I am sending you my curriculum vitae (encl. D) and also a note on my friend Erich Lewinski who likewise wishes to return to Germany. I am sending you this material because I would like you to advise me on how to proceed to expedite our return. So far, I have not heard from any U. S. authority in Washington, D. C. except a note from the State Department dated February 28th, 1946 that my application for permission to depart from the USA had been received and had been assigned Application Nr. 23o84. The State Department has complete files about me since from 1943 – 1945 I worked for the U. S. Government.

I am at complete loss why I am not permitted to return; all the more since I never acquired any other nationality. I entered the USA on a visitor's visa when I came from China in 1940, and I always made it clear to the immigration authorities here that I had the intention to return to Germany as soon as Hitler was defeated.

What would you suggest for me to do? Do you know anybody in Washington to whom I could present my case with some hope of success?
